Jail Division - 2009 Annual Report

In accordance with requirements set forth by the standards governing county jails in Indiana, the Noble County Sheriff’s Department and Jail Division, submit the following information for the calendar year 2009:

Total number of inmate beds in the Noble County Jail is 259. The bed count was 263 in prior years. This number includes beds in the booking, isolation cells, and in the male work release center which are not available to the general population.

This decrease in the number of beds is the result of moving females from A block (14 beds) to I block (26 beds). Four beds were removed from I block (30 beds down to 26 beds) allowing us to increase the table/seating area in the dayroom to accommodate the ever increasing female population and to ease overcrowding issues previously encountered in A block. This move also required moving the male work release center from the I block area to the female work release center in the basement, which required the elimination of the female work release program.

The total inmate bookings for 2009 were 2,588. This is down 129 from the previous year.

 

The top ten bookings, categorized by Indiana Code, are:

1. Dealing, Possession or Manufacture of Drugs – 660

2. Operating While Intoxicated – All Offenses – 471

3. Theft / Receiving Stolen Property – 193

4. Minor Consuming, Possession, Furnishing of Alcohol – 156

5. Battery / Domestic Battery / Battery to Police Officer – 155

6. Driving While Suspended and Priors – 125

7. Theft / Check Deception / Forgery – 103

8. Public Intoxication – 87

9. Operating, Never Licensed – 75

10. Resisting Law Enforcement – 71

Additional Jail Statistics:

 

Average daily inmate population for 2009 (including Work Release) was 195.

 

Average daily inmate population serving time was 131.

 

The average daily female inmate population was 23.

 

Total jail and in-custody deaths for 2009 was zero (0).

 

There were no major disturbances occurring within the jail during 2009.

 

Total number of escapees for the calendar year 2009 was zero (0).

There were 1124 video court appearances conducted in 2009.

 

There were approximately 2,730 inmates transported outside of the facility in 2009, with approximately 82,897+ miles driven.

 

28 inmates, wanted on Noble County felony charges, were extradited back from various locations throughout the continental United States at an approximate cost of $16,303.66.

 

Staffing levels for the Noble County Jail for 2009 remained the same as the previous year. This level provides six (6) Confinement Officers per shift. This level remains below the state recommended level of eight (8) officers per shift.

 

There were no new Confinement Officers hired during 2009. A new Jail Nurse was hired on 6/30/09.

 

There were no new confinement officers who required the Jail Certification training.

 

There was a total of 625 training hours recorded for the jail staff during 2009. This averages approximately 21.5 hours for each employee.

 

The annual jail inspection was conducted by the State Jail Inspector on April 23, 2009. The inspection report was very favorable and there were zero (0) deficiencies noted as a result of the inspection.

 

A copy of the annual jail inspection report is attached for your review.

 

There were no corrective actions required to be addressed, as a result of the 2009 Jail Inspection Report. Relative observations, comments and recommendations of the Jail Inspector included the following:

Staff members were very professional and receptive to new ideas.

 

Five new cameras have been installed.

 

The operation and sanitation of the jail was outstanding on the day of the inspection and it was apparent that this occurs daily.

New top railings were added to upper levels.

 

New hot water heaters and new steamers in kitchen.

The Maintenance Department performed adequate levels of maintenance to the facility during the year.

 

The following maintenance projects were completed during 2009:

Water leaks in copper pipes continue to occur throughout the building. We continue to make repairs to the system with PEX tubing.

New stove and steamer was installed in the kitchen.

 

Repairs were made to the floor in the defensive tactics room in the basement (water damage).

 

All cells and blocks were painted.

 

Steel barriers were installed on all upper tiers of the large blocks.

 

Unexpected and expensive repairs to the hot water boiler required a new energy-efficient water heating system to be installed in early 2009.

 

Pan/tilt/zoom cameras were installed in all four large two-story blocks to improve inmate monitoring.

Revenue receipted from the housing of DOC inmates for calendar year 2009 totaled $726,390.00.
